The proposed Animal Welfare Facility comprises a low rise, contemporary campus designed to provide integrated animal care, adoption, and emergency services within a landscaped setting. The development is organised to clearly separate public, clinical, and animal only functions while maintaining efficient operational workflows and a coherent site layout.

A primary building addresses the street frontage and accommodates public facing functions, including reception, adoption areas, and emergency veterinary access. This building establishes a clear civic presence and legible arrival sequence, supported by covered pedestrian entries, glazing for passive surveillance, and landscaping that softens the visual interface with the public domain. Vehicle access and parking are clearly defined, with safe pedestrian connections linking parking areas to building entries.

Secondary pavilion style buildings are located to the rear of the site and accommodate animal housing and supporting facilities. These buildings are arranged around landscaped outdoor yards that provide secure, functional spaces for animal exercise and welfare, while minimising noise and visual impacts beyond the site. The scale, height, and separation of buildings ensure appropriate amenity outcomes for both on site activities and surrounding uses.

The architectural expression employs a restrained material palette and articulated façade elements to achieve a durable, contemporary appearance consistent with the civic function of the facility. Landscape design is integrated throughout the site to enhance visual amenity, support shade and microclimate, and reinforce clear movement patterns.

Overall, the proposed development is appropriate to its intended use, provides high quality animal welfare facilities, and delivers acceptable built form, access, and amenity outcomes consistent with planning controls and the surrounding context.
